LZZI AD 2.20  LOCAL TRAFFIC REGULATIONS

2.20.1  Airport regulations

Outside OPR HR flights and relevant services will be arranged only O/R by arrangement with AD operator.

2.20.2  Taxiing to and from stands

In accordance to TWR or marshaller instructions.

2.20.3  Parking area for small aircraft (General aviation)

At APN and along TWY B.

2.20.4  Parking area for helicopters

At APN and between TWY A and TWY B.

2.20.5  Apron - taxiing during winter conditions

Taxiing carefully.

2.20.6  Taxiing - limitations

NIL.

2.20.7  School, training and technical test flights - use of RWY

Intensive operation of training flights.

2.20.8  Helicopter traffic - limitation

Helicopter operations (take-off, landing, air taxiing, engine test runs, engine start up and other activities related to helicopter operations) permitted on movement area only.

2.20.9  Removal of disabled aircraft from RWY

The responsibility for removal of the disabled ACFT from the RWY or TWY bears the ACFT owner/operator. In the case the ACFT owner/operator does not remove ACFT immediately (in the shortest possible period of time), AD OPR will arrange all the action on the ACFT owner/operator costs, without any responsibility for other casual damages caused on the ACFT.

2.20.10  Engine test runs

ACFT engine test runs and all ground operations requiring enhanced engine performance shall be executed on the marked areas only.

2.20.11  Movement on APN and taxiing strips

Movement of instructed staff of firefighting and rescue services, fuel service and MET service, is allowed on the APN and adjacent taxiing strips.

2.20.12   AFIS Service

AFIS service is not provided.

Before entering airspace of Žilina CTR/TMA outside published OPR HR of Žilina TWR pilots are requested to verify provision of ATS by calling on FREQ of Žilina TWR 124,150 MHz.

This is due to possible change of OPR HR of Žilina TWR on a short notice when issuing of appropriate NOTAM in due time is not possible or pilots are not able to become familiar with appropriate NOTAM during the flight.

An Aerodrome Traffic Zone (ATZ) is activated outside OPR HR of Žilina TWR.

CTAF FREQ: 122,600 MHz

Requirements of para. ENR 1.1.8.2 shall be followed.

Note 1: Information about changes of OPR HR of Žilina TWR (para. LZZI AD 2.3.7) is published by NOTAM or provided by BRATISLAVA FIC on request.

LZZI AD 2.21  NOISE ABATEMENT PROCEDURES

LZZI AD 2.22  FLIGHT PROCEDURES

2.22.1  General

Not applied.

2.22.2  RWY in use

RWY in use is selected by Žilina TWR as the best for general purposes. If it is unsuitable for a particular operation, the pilot can obtain permission from ATC to use another RWY, but must accept that it could cause a delay.

2.22.3  Procedures for IFR flights within Žilina CTR/Žilina TMA 1, Žilina TMA 2 and Žilina TMA 3

Warning: Due to mountainous terrain around Žilina aerodrome

  1. for the purpose of operator´s contingency procedures design (engine out procedures, misses approach procedures due to loss of capability RNP APCH), it is recommended to use for:

    RWY 06 LEFT TURN.

2.22.3.1 Holding

Holding procedures are described and shown on Standard Arrival Charts - Instrument (STAR) - ICAO (pages AD 2-LZZI-6-1 and AD 2-LZZI-6-3), on Instrument Approach Charts - ICAO (pages AD 2-LZZI-7-1, AD 2-LZZI-7-3, AD 2-LZZI-7-5).

2.22.3.2 Arriving flights

Standard Instrument Arrivals (STAR) are described in para. LZZI AD 2.22.8, in case of RNP 1 arrivals on page AD 2-LZZI-6-4. They are shown on Standard Arrival Charts - Instrument (STAR) - ICAO (pages AD 2-LZZI-6-1, AD 2-LZZI-6-3).

Initial, intermediate, final and missed approach procedures are described and shown on Instrument Approach Charts - ICAO (pages AD 2-LZZI-7-1, AD 2-LZZI-7-3, AD 2-LZZI-7-5).

Clearances to perform RNP 1 arrivals (AD 2-LZZI-6-3) and/or RNP APCH (AD 2-LZZI-7-5) are issued on pilot's request. Further information regarding RNP APCH is stated in para. AD 1.1.6.

On first establishment of two-way radio contact with ŽILINA TOWER pilots of arriving aircraft shall:

  1. report aircraft identification and actual and cleared level,

  2. report assigned heading or direct routing in case of flight outside ATS routes,

  3. pass the request for RNP 1 arrival if its a pilot intention.

2.22.3.3  Visual approach

Pilots conducting visual approach are expected not to enter airspace class G.

Pilot shall, in case of missed approach, conduct missed approach procedure, published in instrument approach chart of the respective procedure for the RWY in use, unless otherwise instructed by ATC.

2.22.3.4 Circling approach

Circling approach procedure is possible to perform only for non-instrument RWY 24, after instrument approach RWY 06.

For each aircraft category specified OCA (OCH) are stated on Instrument Approach Charts - ICAO (pages AD 2-LZZI-7-1, AD 2-LZZI-7-3, AD 2-LZZI-7-5).

Pilots are obliged to perform the flight so to avoid an area south-east of the aerodrome/extended centre line of RWY 06/24.

2.22.3.4.1 Circling approach directions

For RWY 24 a RIGHT circling is established.

2.22.3.4.2 Circling approach options
2.22.3.4.2.1 Circling approach procedure:
  • instrument approach RWY 06 → right circling RWY 24

2.22.3.5 Departing flights

Standard instrument departure procedures are not graphically determined.

Departures from NDB ZLA are performed to points BILNA, TEKLA, RUTKI, VADEX, MAKAL - see en-route chart - ICAO / lower airspace (page ENR 6-1).

Pilots of departing aircraft shall establish two-way radio contact with ŽILINA TOWER for the purpose of obtaining:

  1. ATC clearance, which will consist of:

    1. destination aerodrome,

    2. departure procedure,

    3. cleared level,

    4. SSR code,

    5. departure instructions if needed,

    6. CTOT, in case the flight is subject to ATFM measures.

    Note 1: Pilots, who are asking only for ATC clearance and for starting the engines will be ready later, shall advise it to ATC unit, stating the time when expecting to start the engines.

    Note 2: If the ATC clearance is not ready due to operational reasons, it will be passed to pilots before issuing a take-off clearance at the latest.

    Note 3: Pilots should ask for start-up clearance when they are ready for start-up within 1 minute.

  2. taxi clearance.

On first establishment of two-way radio contact with ŽILINA TOWER pilots shall:

  1. report aircraft identification, destination aerodrome, stand identification,

  2. report intention to go through De/Anti-icing procedure or other requirements in connection with execution of departure if necessary.

2.22.3.6 Departure procedure from RWY 24

Climb straight ahead via NDB ZLA to 2 400 ft AMSL, turn right and join the racetrack pattern which is identical with holding pattern. Minimum altitude for leaving the racetrack pattern to MAKAL and BILNA is 5 000 ft, to TEKLA, RUTKI and VADEX is 8 000 ft.

2.22.3.7 Departure procedure from RWY 06

Climb straight ahead to 2 500 ft AMSL turn left to NDB ZLA and join the racetrack pattern. Following procedure is identical with departure procedure from RWY 24.

Departure procedure from RWY 06 is available for aircraft with rate of climb MNM 6 % until reaching NDB ZLA.

2.22.3.8  Visual departure

Pilots conducting visual departure are expected not to enter airspace class G.

2.22.4  Radar procedures

2.22.5  Radio communication failure
2.22.5.1 For general part of the radio communication failure procedures see para. ENR 1.1.11.
2.22.5.2 Radio communication failure procedure for arriving ACFT
  1. proceed according to the current flight plan route to NDB ZLA and hold for the period of 15 minutes maintaining the last assigned level,

  2. after 15 minutes of holding commence descent and complete a normal instrument approach procedure.

Note: If pilot of arriving ACFT has already obtained the approach clearance prior to radio communication failure, he proceeds to fly the approach to land.

2.22.6  Procedures for VFR flights within Žilina CTR/Žilina TMA 1, Žilina TMA 2 and Žilina TMA 3

Provided that traffic situation makes it possible, an ATC clearance for VFR flight will be issued under the conditions described in the following provisions.

2.22.6.1 Arriving flights and overflights

Pilots of aircraft entering Žilina CTR/Žilina TMA 1, Žilina TMA 2 or Žilina TMA 3 from uncontrolled airspace shall establish two-way radio contact on FREQ of Žilina TWR (see para. LZZI AD 2.18), at least 3 minutes before entering and pass flight data according to para. ENR 1.1.6.

2.22.6.2 Departing flights

Pilots of aircraft departing from aerodrome Žilina or from other place of departure within Žilina CTR shall establish two-way radio contact with ŽILINA TOWER. Pilots shall consequently pass:

  1. aircraft identification,

  2. stand identification or place of departure within CTR if appropriate,

  3. request for a flight clearance for flights with submitted flight plan or request for submission of limited information of a flight plan according para. ENR 1.10.1.1.5.

OM ABC, STAND 1, REQUEST FLIGHT CLEARANCE ACCORDING TO FLIGHT PLAN.

OM ABC, STAND 1, REQUEST TO SUBMIT FLIGHT PLAN FOR VFR FLIGHT.

2.22.6.3 Holding

Pilots may be required to hold at a specific geographical location.

2.22.6.5 All flights to/from the Žilina CTR shall be carried out only via established entry and exit points unless the appropriate ATS unit states otherwise.

Pilots of VFR flights are reminded of the requirements to remain in VMC at all times and must advise ATC if any time they are unable to comply with the instructions issued.
